The intermediate layer in many-to-many health data exchange

Release 1.33.0 · 22 September 2026. A position paper on the intermediate canonical layer, part of 3T — Trans-Forming, Trans-Coding, Trans-Lation. From March 2029 the European Health Data Space Regulation obliges every Member State to connect to MyHealth@EU, with a second group of data categories from March 2031. Each state then has to transfer several inbound formats to several outbound ones: either every pairing is built and maintained on its own, or everything is routed through one shared description of structure and meaning. The paper sets out the four questions that decide it — the count, the cost, the skills, the risk — and the conditions under which the layer is advisable.
